Disaster Management Plan
In Kerala, disaster management initiatives at the Panchayat level (Disaster Management Plan) are implemented through a structured approach in accordance with the Disaster Management Act, 2005. Local Self Government Institutions (LSGIs) are responsible for formulating and implementing policies aimed at reducing disaster risk.
Each Grama Panchayat is required to prepare a local disaster management plan integrated with its annual development plans. In connection with the Disaster Management Plan of Velur Grama Panchayat, a “Grama Panchayat Steering Committee” has been constituted. As part of this, various teams are functioning, including:
- Emergency Response Team
- Warning Team
- Search, Rescue and Evacuation Team
- Shelter Management Team
- First Aid and Basic Life Support Team
Flood-specific evacuation plans and evacuation plans for public institutions are also being implemented as part of this initiative.
As part of preparedness activities, the following routes are identified for enabling rescue operations to reach disaster-prone areas:
- Puliyannoor – Vellattanjur Road
- Thayyur – Erumapetty Road
- Thandilam – Pazhiyottumuri Road
- Thandilam – Ayamukku Road
